After the Admin assigns you the Manager permission through KDAN Licensing Service Center, you will receive an email titled "You Have Been Granted the Permission to Licensing Service Center - License Group Management".

Please use the email address you received the notification as your KDAN ID to log into the Licensing Service Center and assign licenses to your users.
